9 Maret diperingati sebagai Hari Tunas Gerakan Pramuka. Pada 9 Maret 1961 malam, Presiden Soekarno mengumpulkan para pemimpin organisasi-organisasi kepanduan di Istana Negara dan menyampaikan pidatonya agar meleburkan diri menjadi satu bernama Pramuka.
Dalam pidatonya pada Kamis malam itu, Presiden Soekarno sebagai mandataris MPRS, sebagai panglima tertinggi, sebagai pepeti, memerintahkan kepada seluruh kepanduan Indonesia untuk meleburkan diri menjadi satu.
“Saya sebagai Presiden, sebagai Panglima Tertinggi, sebagai Mandataris, sebagai Pepeti, sebagai Pemimpin Besar Revolusi, sebagai titel itu kepada saya oleh MPRS, memerintahkan sekarang kepada seluruh kepanduan Indonesia, untuk meleburkan diri didalam satu organisasi baru yang bernama PRAMUKA,” ujar Presiden Soekarno.
Presiden juga menyebutkan bahwa dirinya adalah sebagai Pandu Tertinggi atau Pramuka Tertinggi dan menunjuk Sri Sultan Hamengkubuwono IX, Dr. Prijono, Dr. A. Azis Saleh, dan Achmadi (yang kemudian ditambah oleh Muljadi Djojo Martono) sebagai “Panitia 5” yang bertugas untuk membentuk Gerakan Pramuka dan merancang Anggaran Dasar Gerakan Pramuka.
