Berdasarkan Anggaran Dasar Gerakan Pramuka Pasal 9 ayat 3, maka salah satu metoda pendidikan kepramukaan adalah Sistem Tanda Kecakapan.
Sistem Tanda Kecakapan adalah untuk mendorong supaya tiap anak didik berinisiatif mengembangkan dirinya sesuai dengan bakat dan minatnya. Pada umumnya salah satu tuntutan budi nurani manusia adalah keinginan untuk dihargai jerih-payah usahanya dan hasil karyanya, baik yang berwujud suatu pujian maupun benda yang menandai status/kemampuan pribadinya dibandingkan dengan orang lain.
Sistem Tanda Kecakapan itu adalah untuk menyalurkan kesukaan anak- didik akan penghargaan atas hasil usahanya dan menyalurkan minatnya ke arah yang positif dan bermanfaat. Maka semua tanda yang dipakai di dalam Gerakan Pramuka itu harus berfungsi sebagai alat pendidikan, bukan sebagai perhiasan belaka.
