Kwartir Nasional Gerakan Pramuka telah mengeluarkan Surat Keputusan (SK) dengan nomor 175 tahun 2012 tentang Petunjuk Penyelenggaraan Tanda Penghargaan Gerakan Pramuka.
Diketahui bahwa Gerakan Pramuka telah memiliki Tanda Penghargaan yang diperuntukkan baik bagi anggota Gerakan Pramuka maupun bagi orang dewasa di luar Gerakan Pramuka.
Adanya SK Kwarnas Nomor 175 tahun 2012 ini merupakan bentuk penyempurnaan dari SK Kwarnas Gerakan Pramuka Nomor 184.A Tahun 2008 dan selanjutnya mencabut SK tersebut dan tidak digunakan kembali.
Adapun Kelompok Kerja Penyempurnaan/ Penyusunan Petunjuk Penyelenggaraan Tanda Penghargaan Gerakan Pramuka adalah dibawah pengawasan Wakil Ketua Kwarnas Bidang Organisasi dan Kerjasama sesuai tahun masa bakti yang diketuai oleh Kak Amoroso Katamsi dan beranggotakan 10 orang.
Kwarnas menyebutkan bahwa tujuan dibuatnya petunjuk penyelenggaraan tersebut adalah untuk mengatur pengusulan, pertimbangan, penganugerahan dan pemakaian tanda penghargaan dari Gerakan Pramuka atau badan lainnya sehingga dapat dilaksanakan dengan tertib sesuai ketentuan yang berlaku.
Sedangkan maksud dari petunjuk penyelenggaraan ini adalah dalam rangka memberi pedoman bagi kwartir dan satuan pramuka dalam usahanya mengatur pemberian, penganugerahan dan pemakaian tanda penghargaan Gerakan Pramuka, dan pemakaian tanda penghargaan dari Negara dan Pemerintah Republik Indonesia atau negara lainnya, serta tanda penghargaan dari organisasi dan/atau badan lain.
