Kwartir Ranting (Kwarran) adalah satuan organisasi yang mengelola Gerakan Pramuka di tingkat Kecamatan.
Berdasarkan tingkatan/wilayahnya, Kwarran berkedudukan di Kecamatan. pengurus Kwarran diketuai oleh Ketua Kwarran (disingkat Ka Kwarran).
Ketua Kwarran ditetapkan oleh Musyawarah Ranting (Musran) untuk masa bakti berikutnya dan dilantik oleh Ketua Presidium Pimpinan Musran.
Pengurus Kwarran dibentuk oleh Musran melalui tim formatur, yang dituangkan dengan Keputusan Tim Formatur Musran.
Sementara pengesahan Pengurus Kwarran ditetapkan dengan Surat Keputusan Ketua Kwarcab Gerakan Pramuka untuk masa bakti 3 tahun dan dikukuhkan oleh Ketua Majelis Pembimbing Ranting.
Pengurus Kwarran terdiri atas anggota dewasa putra dan putri, yang disebut Andalan Ranting.
Dalam Musran juga dibentuk Badan Pemeriksa Keuangan yang bertugas memeriksa pertanggungjawaban keuangan kwarran, yang anggotanya terdiri atas unsur Majelis Pembimbing Ranting, unsur kwarran, dan unsur gugusdepan.
Pengurus Kwarran membentuk beberapa elemen berikut ini untuk pengelolaan kwartir :
- Andalan Ranting Urusan
- Badan Kelengkapan Kwarran, yaitu:
- – Dewan Kehormatan
- – Koordinator Gugusdepan
- – Dewan Kerja Pramuka Penegak dan Pramuka Pandega Tingkat Ranting (DKR)
- – Pimpinan Saka Tingkat Ranting
- – Badan Usaha Kwarran
- – Satuan Kegiatan
Kwarran tidak membentuk bidang-bidang khusus, namun dalam melaksanakan tugasnya, kwarran didukung oleh staf kwarran.
